Open letter to the Rwandans,
We students of University of Rwanda, after our essential meeting, and looking into our Constitution as adopted by referendum of 26/05/2003 and came into force on the date of its promulgation by the President of the Republic H.E Paul KAGAME.
Considering that Article 101, announces clearly that a person shall never hold the office of President of Republic for more than two terms;
Considering that Article 98 reminds the President to be the guardian of the Constitution;
Considering that Article 96 expresses clearly that only supreme Court has the last view on the matter before both Chambers of Parliament acting jointly in the project of revising the Constitution;
Although the Constitution can be amended in this case, does not allow the incumbent President to pop up for reelection, after his two terms. Because he is still abide by the constitution he was sworn for and has an obligation to observe and defend it.
Because of these reasons, we request the Supreme Court to bid its opinion which can lead to the authentic interpretation on the matter. We request also the Supreme Court to stand for defense and protection of the Constitution;
We keep away from anyone who shall try out the amendments of this Constitution in his own interests. Just because the presidential election in 2017 is nearby. We take even authorities at national institutions apart, even Politicians or Religions leaders who are rushing and inciting people into amendment of the Constitution, because most of the time, are them who profit the situation.
It happened in 1994 the youth had been used in massacres. As today’s generation and educated youth, it’s compulsory that we must be the light of the people. We believe that our voice will reach out to all Rwandans of the different kinds.
We take this opportunity to remind you that the Constitution is not based on the feelings of some persons. However it is a Law that prepared based on the public opinions of all Rwandans. And it can be amended via a legal procedure. Therefore, no one is above the law.
For that we request H.E Paul Kagame to respect and protect the Constitution.
